I've checked the Bangkok site.. here are the latest news for skilled migrants without job offers:

Given the large number of EOIs currently awaiting assessment, we are using resources available in other branches to assist processing of EOIs and applications. Officers in Shanghai and Beijing are processing EOIs and will carry through the processing of skilled migrant applications from lodgement to decision stage.

We anticipate that your EOI will be assessed as follows:
if selected prior to June, it should be assessed by end of October 05;
if selected in June, it should be assessed by the end of November 05;
if selected in July, it should be assessed by the end of December 05;
if selected in August, it should be assessed by the end of February 06;
if selected in September, it should be assessed by the end of March 06;
if selected in October, it should be assessed by the end of April 06
