I am a resident of the Philippines, a graduate of a 2 yr automotive vocational course at Technical Education and Skills Development Authority (TESDA website www.tesda.gov.ph). I have 9 years of work experience as an auto technician/mechanic here in the Philippines and Saudi. I saw in the website many vacancies for auto technician in New Zealand. My question is : am I still required to get the passing grade of 6.5 in IELTS? Second question, where can I have my qualification assessed?

hi.
i suggest you visit www.immigration.govt.nz for information. There is a sort of Skilled Migrant Category "calculator" there, that calculates your points.
You can also visit a local consultant, have them assessed your qualifications.
